It's Halloween 1990

Timmy, a lonely trick or treater, is laughed at by the big kids because his Halloween costume is not scary. While looking for a scarier costume, Timmy finds a book of spells and incantations that belongs to an old witch, who must stop Timmy before he casts too many spells.
